Committees - Overview: Sub bituminous coal is an inherently hazardous product. Like many other inherently hazardous products, it can contribute to injury or death of people, result in equipment or property damage, or impact production (generation).

Only current PRB Coal Users' Group Members serve on committees to support the board of directors in capturing or developing industry best practices and/or assisting with periodic reviews.

Boiler Cleaning Guidelines Committee: Proper boiler operations and use of boiler cleaning equipment are major issues on sub bituminous coal units, especially those units which were originally designed to burn high BTU bituminous coals. The intent of the Boiler Cleaning Guidelines is to assist efforts in achieving and maintaining efficient boiler operations no matter of the boiler design. This committee performs a periodic review of the existing guidelines and provides input for its improvement.

Fuel Yard Electrical Systems Recommended Practices Committee: This committee captured industry recommended practices to assist in a greater understanding of electrical best practices and hazardous area classifications as they relate to the use and handling of sub bituminous coal and performs periodical reviews. This document is an overview of nationally recognized codes and standards that assists in determining and applying applicable practices.

Fire Protection - Bunkers and Silos Committee: The information presented in the Fire Protection – Bunkers and Silos guideline is used to assist the efforts to prevent and control fire within a bunker or silo. Three important areas are: Fire prevention and detection, fire fighting equipment and training, and fire fighting techniques. This committee performs periodic reviews to ensure the information contained is of latest technology and practices.

Fire Protection - Conveyors and Transfer Stations Committee: The information presented in this guideline is to be used to assist the efforts in preventing and responding to a conveyor fire. No matter the conveyor design or manufacturer, the fundamental principles and equipment are the same. This guideline may be adapted to fit the needs of most plants and is intended to cover recommended methods of coal handling from offloading facilities up to transfer of the coal to the silo/bunker.

Industry Pulverizer/Mill Inerting Practices Committee: This practice captures and summarizes the industry practices for coal pulverizer/mill inerting and fire suppression. Periodic reviews are conducted by the committee to review new technology and emerging better practices.

Industry Practices for Performing Hot Work Committee: The focus of this committee is to develop considerations for safely performing hot work activities in areas where coal is handled, stored, or processed so to prevent fires from occurring. Additionally, develop and make available a model or template of a hot work process specifically for those areas where coal is or likely to be present.

Industry Fire Emergency Preparedness and Response Practices Committee: To address the emerging issues for those who respond to coal related fires and to ensure people are prepared for the unexpected, this committee is developing considerations for developing and implementing emergency fire preparedness and response plans.
